The Test of Honor, Berserkers, and Shireikan are at their particular numbers because of the number I own. Adjust as suits you. The deck has no events nor rings, so has no use for Yokuni or Kaede Sensei. If you've got a favorite event or you'd like to substitute Merchant Caravans and a Void Ring for Large Farm, you may do well. Concept: The idea behind this deck is to bow their guys while losing as little of your own punch as possible. To wit -- Elite followers don't care if the personality is bowed, so can still provide the oomph necessary to win a battle of the boweds. If followers are especially prevalent in your area, more Ranged attacks might be helpful. Marumo's a big fan of Imperial Honor Guard while Hisa exp2 with 4F of followers made quick work of every game in which he appeared (remember to use his ability). Accessible Terrain is one of the game's most underutilized cards, and I reccommend Eric Weiner's Zen's Card of the Week article about it.
