Suppose you have a personality with 1 pull, one with 2 pull, and one with 3. Crank the one with 1 pull. If your opponent uses Simon, you're free to gain 5 more influence. If he doesn't, crank the one with 2. If he doesn't go for that bait either, don't crank the 3 puller, denying Simon any influence. The other nice thing is using personalities who gain you influence without pull, such as Betty Frenum (Martial "Artist") or M'ay Zung (Necrotechnician).
